<p>Portland, OR – <a style="mso-line-height-rule: exactly; -ms-text-size-adjust: 100%; -webkit-text-size-adjust: 100%; color: #007c89; font-weight: normal; text-decoration: underline;" href="https://www.peoplenotpoliticiansoregon.com/" target="_blank" rel="noopener">People Not Politicians</a> (PNP) announced today that they have received from the Oregon Secretary of State notification that their proposed initiatives (<a style="mso-line-height-rule: exactly; -ms-text-size-adjust: 100%; -webkit-text-size-adjust: 100%; color: #007c89; font-weight: normal; text-decoration: underline;" href="https://www.peoplenotpoliticiansoregon.com/wp-content/uploads/2022/08/New-initiative-congressionallegislative-2022-08-23.pdf" target="_blank" rel="noopener">Initiative Petitions 13</a> and <a style="mso-line-height-rule: exactly; -ms-text-size-adjust: 100%; -webkit-text-size-adjust: 100%; color: #007c89; font-weight: normal; text-decoration: underline;" href="https://www.peoplenotpoliticiansoregon.com/wp-content/uploads/2022/10/New-initiative-legislative-only-IP-14-2022-08-30.pdf" target="_blank" rel="noopener">14</a>) have satisfied the sponsorship signature requirement, and subsequently received the necessary draft ballot titles from the Oregon Attorney General. The next step is for anyone to comment on the draft ballot titles. While the general election campaign is concluding in November, getting a ballot title is a necessary step in preparing for signature gathering beginning in January or February.</p>
<p>These petitions for the November 2024 ballot would reform Oregon’s dysfunctional and partisan redistricting process, and replace it with an independent citizens’ commission for fair representation. Both <a style="mso-line-height-rule: exactly; -ms-text-size-adjust: 100%; -webkit-text-size-adjust: 100%; color: #007c89; font-weight: normal; text-decoration: underline;" href="https://www.peoplenotpoliticiansoregon.com/wp-content/uploads/2022/08/New-initiative-congressionallegislative-2022-08-23.pdf" target="_blank" rel="noopener">IP 13 (congressional and state legislative redistricting)</a> and <a style="mso-line-height-rule: exactly; -ms-text-size-adjust: 100%; -webkit-text-size-adjust: 100%; color: #007c89; font-weight: normal; text-decoration: underline;" href="https://www.peoplenotpoliticiansoregon.com/wp-content/uploads/2022/10/New-initiative-legislative-only-IP-14-2022-08-30.pdf" target="_blank" rel="noopener">IP 14 (state legislative redistricting only)</a> were proposed to create an independent citizens redistricting commission because of a pending US Supreme Court case that could affect state redistricting processes. Only one initiative will be circulated for signatures and submitted for the November 2024 ballot, depending on the outcome of that Supreme Court case.</p>
<p>This month’s developments with the <a style="mso-line-height-rule: exactly; -ms-text-size-adjust: 100%; -webkit-text-size-adjust: 100%; color: #007c89; font-weight: normal; text-decoration: underline;" href="https://abc7.com/kevin-de-leon-gil-cedillo-los-angeles-city-council-resign/12339881/" target="_blank" rel="noopener">Los Angeles City Council</a> demonstrate once again why the redistricting process should be taken from the hands of the legislators that it directly affects. The California Attorney General has promised an investigation into LA’s redistricting process.</p>
<p>Currently, Oregon legislators gerrymander voting districts to re-elect incumbents in safe districts, thereby reducing political competition. This results in incumbents who are unaccountable to voters, which in turn lowers voter turnout. The Princeton Gerrymandering Project gave the 2021 congressional map, drafted by the Oregon legislature and passed by a straight party-line majority, an “F” grade for its lack of competitive races.</p>
<p>“Oregonians deserve to have their legislative and congressional districts decided by citizens, not political partisans who are all too often beholden to monied interests. Our state and our nation are already far too divided, and intense partisanship around these boundary lines is a major factor in making this situation even worse. Let’s give some power back to the people,” said Phil Keisling, former Oregon Secretary of State.</p>
<p>The March 2022 voter registration report of the Secretary of State shows that, for the first time in state history, the largest group of Oregon registered voters is not affiliated with either the Democratic or Republican parties – yet that group of non-affiliated and third-party voters are mostly shut out of the redistricting process.</p>
<p>Creating an independent redistricting commission has been a consistent goal of reform-minded organizations who stand by the principle that legislators have a direct conflict of interest in drawing electoral lines that benefit incumbents.</p>
<p>“Our diverse coalition has come together from all party affiliations, income levels, backgrounds, identities, and all corners of Oregon, to rally for equal, fair, and transparent representation at the state and congressional level. We represent hundreds of thousands of Oregonians who believe we deserve the best possible representative government produced through a fair, unbiased and transparent process—and we’re working hard to make that happen,” said Becky Gladstone, President of the League of Women Voters of Oregon.</p>
<p>The coalition filed its previous initiative measure (IP 34) in April 2021 in the hopes of making the November 2022 election. However, legal challenges from allies of the elected officials of the state’s majority party kept the initiative tied up in court until it was too late to qualify for the November 2022 ballot..</p>
<p>Supporters are more energized than ever. “The fact that certain interests went to great lengths to stop Oregonians from having a say in this fundamental democratic process is just another sign that partisan politics have gotten way off track. Let’s come together and do what’s right for the people of Oregon,” said Eric Richardson, former Executive Director of the Eugene Springfield National Association For the Advancement of Colored People (NAACP), and one of the initiative’s three chief petitioners.</p>
<p>People Not Politicians has refiled the proposed measure to begin the ballot qualification process for the November 2024 general election. Petitioners anticipate that the ballot title process could be completed as soon as January. The campaign can then begin in earnest to gather some 150,000 required valid voter signatures. They will have nearly a year and a half to accomplish this signature-gathering phase of the campaign.</p>

People Not Politicians brought many of those groups to the table just before the pandemic and prior to the contentious and controversial process in 2021. The majority party leaders in Salem pledged to give Republicans equal access to the process, and then reversed their position at the last hour. Recently, Rep. Marty Wilde (D-Eugene) was gerrymandered out of his seat while serving in the National Guard during the COVID surge, apparently due to his challenging the integrity of undemocratic redistricting and politicians who do not serve the public interest.</p>

<p style="text-align: left;"><b>PORTLAND</b><span style="font-weight: 400;">—Following the Oregon Legislature’s passage of legislative and congressional district maps through a highly partisan process, People Not Politicians will begin initial signature gathering this week to put Initiative Petition 16 (IP 16) to create an independent citizens’ redistricting commission on the November 2022 ballot </span></p>
<p style="text-align: left;"><span style="font-weight: 400;">“The Oregon legislature has once again demonstrated the need for an independent citizens’ redistricting commission to draw congressional and legislative district lines, &#8221; said Norman Turrill, Chair of People Not Politicians. “The promise of fair representation should not be a pawn in a partisan political game. We need to reform this process to create a fair system so that Oregon voters are choosing their politicians, instead of politicians choosing their voters.”</span></p>
<p style="text-align: left;"><span style="font-weight: 400;">Prior to yesterday’s partisan passage of the new maps, only twice since 1911 had the Oregon legislature passed a redistricting plan that became the final adopted plan. </span></p>
<p style="text-align: left;"><span style="font-weight: 400;">Legislators clearly did not follow their own statute. ORS 188.016(2)(a) requires five hearings on “a” final reapportionment plan. Legislators held 12 hearings on three dueling plans released on September 3. They then released new maps in late September, yet held no hearings on the final maps at which the public was allowed to testify.</span></p>
<p style="text-align: left;"><span style="font-weight: 400;">“The task of drawing legislative and congressional maps is highly political, shaping power and resources for a decade. It doesn’t work to have elected officials draw their own districts, no matter how well intentioned they are. It’s like having athletes serve as their own referee,” said Kate Titus, Executive Director for Common Cause Oregon. “Redistricting works best in the hands of an independent body, focused on communities of interest rather than political party interests.”</span></p>
<p style="text-align: left;"><span style="font-weight: 400;">Oregonians support creating an independent citizens’ redistricting commission. In late 2019, People Not Politicians enlisted Lake Research Partners to run a statewide poll. Results showed an average 76% of Democrats, 67% of Independents, and 60% of Republicans favor an independent citizens’ commission.</span></p>
<p style="text-align: left;"><span style="font-weight: 400;">Initiative Petition 16 would put into place a 12-member multi-partisan independent citizens’ redistricting commission. The commission would consist of four Democrats, four Republicans and four others who are third party members or non-affiliated voters to redraw district lines in 2024. Third-party and non-affiliated voters are now the largest sector of registered voters in Oregon, about 40% of the electorate.</span></p>
<p style="text-align: left;"><span style="font-weight: 400;">Initiative Petition 16 is similar to 2020’s IP 57, which narrowly fell short of making the ballot only after Oregon Democratic Attorney General Ellen Rosenblum filed numerous legal challenges and delayed the process all the way to the U.S. Supreme Court.</span></p>
<p style="text-align: left;"><span style="font-weight: 400;">“This measure reforms the process to draw districts in a fair, open, and a balanced multi-partisan way, so Oregonians can have a better voice in their representation,” said Turrill. </span></p>
<p style="text-align: left;"><span style="font-weight: 400;">The People Not Politicians coalition includes a full spectrum of Oregon voices for an independent citizens’ redistricting commission: Common Cause Oregon, the League of Women Voters of Oregon, the Independent Party of Oregon, the Oregon Progressive Party, the NAACP, the Oregon Farm Bureau, OSPIRG, AAUW of Oregon, PDX Forward, Standup America, multiple business groups, and tens of thousands of Oregonians.</span></p>

<p><strong>People Not Politicians highlights inherent conflict of interest after Oregon Legislature releases first drafts of district maps</strong></p>
<p><strong>PORTLAND</strong>—People Not Politicians released the following statement today after the Oregon House and Senate Redistricting Committees released their first legislative and congressional district map drafts.</p>
<p>“There is no amount of technical savvy or sophisticated mapping software that removes the inherent conflict of interest that exists when partisan legislators are given the benefit of drawing their own electoral lines—the fox is guarding the henhouse, &#8221; said Norman Turrill, Chair of People Not Politicians. “Oregon voters should be choosing their politicians, not the other way around.”</p>
<p>Kate Titus, Executive Director of Common Cause Oregon said, “I appreciate both the legislative and public leadership to tackle this critical task of drawing new political district lines. However, these maps, or any variations thereof, will still require a vote of a partisan legislative body and Governor, or if they fail that process, of a partisan Secretary of State. This is not good enough. We need to do what an overwhelming majority of Oregonians support—create an Independent Citizens’ Redistricting Commission to draw these maps.”</p>
<p>In late 2019, People Not Politicians enlisted Lake Research Partners to run a statewide poll. Results showed an average 76% of Democrats, 67% of Independents, and 60% of Republicans favor an Independent Citizens’ Redistricting Commission.</p>
<p>People Not Politicians has introduced <a href="https://www.peoplenotpoliticiansoregon.com/wp-content/uploads/2021/05/IP16.pdf">Initiative Petition 16</a> for the November 2022 ballot, to put in place an independent citizen’s redistricting commission to redraw district lines in 2024. Initiative Petition 16 is similar to 2020’s IP 57 which narrowly fell short of making the ballot only after Oregon Democratic Attorney General Ellen Rosenblum filed numerous legal challenges and delayed the process, despite a federal judge ruling in favor of the Committee last year.</p>
<p>“In the midst of voter suppression efforts nationally, we must lead with integrity in Oregon and make sure third parties and historically underrepresented communities are not left out of the process,” said Eric Richardson, Executive Director Eugene-Springfield NAACP.</p>

<p>Dear Chair Smith Warner, Vice Chair Drazan, Vice Chair Holvey and Members of the Committee:</p>
<p>As members of a broad and diverse statewide coalition representing hundreds of thousands of Oregon voices, our priority is for Oregon to have the most fair and transparent redistricting process as possible. It is in the spirit of achieving that transparency, we ask you to <strong>please</strong> <strong>hold a public hearing on HJR 7.</strong></p>
<p>Given the historic Census delays, ongoing challenges stemming from the pandemic, a Capitol closed to its public, and the first addition in over 40 years of a new Congressional seat, now more than ever, our legislature needs to make sure the process for drawing new legislative and congressional district boundaries is fair and transparent.</p>
<p><strong>Oregonians deserve the opportunity to provide their opinions directly to their elected representatives on the well-supported alternative to the current redistricting process.</strong></p>
<p>Our polling showed that <strong>83% of Democrats, 70% of Independents and 62% of Republicans </strong>in Oregon support reforming our redistricting process to create an independent citizens commission that would draw our legislative and congressional districts.</p>
<p>Last year, at the onset of a global pandemic and in the midst of an unprecedented statewide lockdown, more than 74,000 Oregonians hustled and signed Initiative Petition 57 to create an independent citizens redistricting commission.</p>
<p>Oregon has long been a national leader in voter rights and access, progressive election reform policies, transparency and accountability, and comparable policies and values. However, when it comes to considering a more fair, transparent, and multi-partisan approach to redistricting reform where multiple voices are represented in this process, we lag far behind.</p>
<ul>
<li>Only <strong>TWICE since 1911 </strong>has the Oregon legislature passed a redistricting plan that became the final adopted plan.</li>
<li>As recently as 2018, <strong>five more states</strong> passed redistricting reforms.</li>
<li><strong>Eight states </strong>have independent citizen redistricting commissions, and <strong>21 states</strong> have implemented an alternative process to legislators drawing their own maps.</li>
<li><strong>One in five</strong> <strong>Americans</strong> now live in a state with an independent redistricting commission.</li>
<li><strong>Only four states in the West </strong>– including Oregon – do not have some form of independent redistricting.</li>
</ul>
<p>In April, <em>The Oregonian</em> editorialized that “…in the case of redistricting, in which lawmakers are determining the geographical boundaries that shape Oregonians’ political representation for the next 10 years, the Legislature must assure voters of the integrity and fairness of the process.”</p>
<p><strong>We couldn’t agree more. </strong></p>
<p>Members of the Senate and House Redistricting Committees have consistently communicated a commitment to adhere to the value of transparency in the Legislative Assembly’s actions on redistricting. Now we are asking you to do the same. The simplest and most opportune manner in which to assure Oregonians of integrity, fairness and transparency in this process is in your hands.</p>
<p>On behalf of hundreds of thousands of Oregonians, and in the interest of the future of Oregon’s democracy, we are asking you to hold a public hearing on HJR 7 and let Oregonians be heard.</p>

<p><b>SALEM, Ore. </b>— Today, People Not Politicians, a broad and diverse coalition of Oregon voters and organizations concerned about good government, filed <a href="http://www.sos.state.or.us/elections/irr/2022/016text.pdf">Initiative Petition 16</a> for the November 2022 General Election ballot to reform Oregon’s redistricting process through the creation of an independent citizens’ redistricting commission.</p>
<p>“An overwhelming majority of Oregonians support the creation of an Independent Citizens Redistricting Commission to draw Oregon’s state and congressional maps and put people, not politicians, in charge of this process,” said Norman Turrill, chair of People Not Politicians and Chief Petitioner of the new initiative petition. “If the legislature fails to act this session, we are prepared with an initiative petition to bring forth the fair and transparent reform Oregonians want for our state.”</p>
<p>Oregonians support creating an independent citizens redistricting commission. In late 2019, People Not Politicians enlisted Lake Research Partners to run a statewide poll. Results showed an average 76% of Democrats, 67% of Independents, and 60% of Republicans favor an independent citizens’ commission.</p>
<p>At its simplest, <a href="http://www.sos.state.or.us/elections/irr/2022/016text.pdf">IP16</a> would introduce mid-decade redistricting reform to change the way Oregon’s voting districts are drawn by creating an independent citizen’s redistricting commission comprised of Oregon voters, rather than politicians. The commission process would begin immediately following the 2022 general election for a complete redistricting of the state legislative and congressional districts in time for elections in 2024.</p>
<p>The new initiative petition is similar to IP 57 filed by People Not Politicians for the November 2020 ballot. That effort was nearly successful after a federal judge last year found the coalition exercised “reasonable diligence” in attempting to qualify for the ballot with over 64,000 signatures in light of the COVID-19 pandemic. Attorney General Ellen Rosenblum appealed, and the U.S. Supreme Court stayed the district court decision. This court case is continuing in the federal district court.</p>
<p>The People Not Politicians coalition includes a full spectrum of Oregon’s voices for an Independent Citizens Redistricting Commission: Common Cause Oregon, the League of Women Voters, the Independent Party of Oregon, the NAACP, the Taxpayers Association of Oregon, the Oregon Farm Bureau and others.</p>

<p><strong>SALEM, Ore. </strong>— “The promise of fair representation should not be a political negotiating tactic between partisan legislators behind closed doors,” said Norman Turrill, Chair of People Not Politicians. “This maneuvering between House Leadership exactly underscores why we need reform and fair redistricting so Oregon voters choose politicians, instead of politicians choosing voters.”</p>
<p>Oregonians support creating an independent citizens redistricting commission. In late 2019, People Not Politicians enlisted Lake Research Partners to run a statewide poll. Results showed an average 76% of Democrats, 67% of Independents, and 60% of Republicans favor an independent citizens’ commission.</p>
<p>“Giving equal representation to Democrats and Republicans on the Redistricting Committee is a positive step forward. The real opportunity for reform will come when the legislature opens up HJR 7 to accept public comments on who draws lines going forward.”<br />

<p><strong>SALEM, Ore. </strong>— On Friday, the People Not Politicians coalition released the following statement on the Oregon Supreme Court’s <a href="https://www.opb.org/pdf/SC%20redistricting%20opinion%20WEB_1617987551835.pdf">ruling</a> giving the Legislature an extended timeline through September 27, nearly three months after the constitutional deadline, to produce new state and congressional district maps.</p>
<p>Norman Turrill, Chair of People Not Politicians made the following statement:</p>
<p>“We are pleased the Oregon Supreme Court recognized the undue hardships the COVID-19 pandemic placed on the ability to redraw district lines under the current law. We agree in order for maps to be drawn that fairly represent Oregon’s population growth, we need true and accurate Census data, and the state should wait until that data is available.</p>
<p>We hope the legislature will utilize this additional time to put into place an independent citizens redistricting commission that would draw maps fairly and transparently and remove the conflicts of interest in having politicians draw their own maps</p>

<h2 style="text-align: center;"><strong>People Not Politicians responds to ruling by Ninth Circuit Court</strong></h2>
<p>SALEM, Ore. — On Tuesday, the U.S. Court of Appeals for the Ninth Circuit remanded People Not Politicians Oregon v. Clarno to the Federal District Court for further factual determinations on whether the District Court’s original order is moot given upcoming election deadlines.</p>
<p>People Not Politicians prevailed in Federal District Court on July 10 when Judge Michael McShane recognized the diligence of the People Not Politicians signature-gathering campaign under extreme pandemic circumstances and ruled in favor of protecting the first amendment rights of Oregonians to sign the initiative.</p>
<p>Norman Turrill, Chair of People Not Politicians and Chief Petitioner of IP 57, made the following statement:</p>
<blockquote><p>“People Not Politicians is committed to ensuring that the 2021 redistricting process is fair, transparent and impartial and will continue to work toward an independent citizens redistricting commission in Oregon.</p>
<p>&nbsp;</p>
<p>The Ninth Circuit did not rule on the question of whether IP 57 should be placed on the November ballot. Rather, given the time left to place an initiative on the ballot, the court raised questions about whether IP 57 could make it to the ballot in time for the November 3, 2020 election.</p>
<p>&nbsp;</p>
<p>People Not Politicians, a broad, diverse coalition of organizations and individuals from across the state has run an extraordinary campaign under unprecedented circumstances of a public health pandemic. More importantly, tens of thousands of Oregonians have raised their hands to say that they want a redistricting process that puts people, not politicians, in charge of drawing district lines.</p>
<p>&nbsp;</p>
<p>We will pursue our case at the District Court and continue our efforts to ensure an impartial and open redistricting for Oregonians.”</p></blockquote>
<p>On July 30, the Oregon’s Secretary of State determined that PNP submitted enough valid signatures to meet the threshold set by Federal District Court Judge McShane in his July 10 order.</p>
<p>IP 57, filed in November 2019, would <a href="https://www.peoplenotpoliticiansoregon.com/our-proposal/">create the Oregon Citizens Redistricting Commission</a> and put redistricting in the hands of voters, not our politicians.</p>
<p>The initiative campaign coalition is led by the League of Women Voters of Oregon, Common Cause Oregon, Oregon Farm Bureau, the Independent Party of Oregon, NAACP Eugene/Springfield Branch, OSPIRG, Oregon’s Progressive Party, the Taxpayer Association of Oregon, and tens of thousands of Oregonians who support the effort to remove conflicts of interest from drawing voting lines.</p>
